Terrytown, like most of Jefferson Parish’s neighborhoods, developed as a primarily single-family residential community with supportive commercial uses located along major roadways or at key intersections.

The largest amount of land area within Terrytown (approximately 80 percent) is zoned Single-Family Residential District (R-1A) and developed primarily with detached single-family homes. Less prevalent are other residential land uses and zoning districts, including the Townhouse Residential District (R-1TH), Two-Family Residential District (R-2), Three- and Four-Family Residential District (RR-3), and the Multiple-Family Residential District (R-3).

Terrytown’s major streets are where commercial land uses and zoning are located. Terry Pkwy, which provides direct access to the Crescent City Connection that traverses the Mississippi River, has nodes of Neighborhood Commercial (C-1) zoning and commercial uses primarily in small strip shopping centers. The more intensive General Commercial District (C-2) allows a greater height and more intensive uses, and is mapped on portions of Wright Ave at its intersections with Carol Sue Blvd, Stumpf Blvd, properties along Whitney Ave and along Hector Ave near the Oakwood Mall. The General Offices District (GO-2), allows single- and two-family residential uses and small-scale office and commercial development and is mapped along portions of Holmes Blvd. and Behrman Hwy. The Mixed-use Corridor District (MUCD), which allows larger-scale, more intense commercial uses, is mapped on Belle Chasse Hwy., parts of Behrman Hwy., and the site of the Oakwood Center (originally called the Oakwood Mall).

In addition to the base zoning districts listed above, the area contains two overlay districts, which impose additional regulations to enhance the quality of development on the Parish’s major corridors. The purpose of the Commercial Parkway Pedestrian Overlay Zone (CPZ‐Ped), which is mapped along Holmes Blvd., is to provide enhanced development standards that encourage a traditional pedestrian‐oriented streetscape, prevent vehicular areas from dominating views from the sidewalk and street, promote compatibility between uses through landscaping and screening, accommodate horizontal and vertical mixed use, and facilitate walkability and varied transportation options. The purpose of  the Commercial Parkway Overlay Zone  (CPZ) is to enhance the general quality of commercial and office development by providing buffers to neighboring residences and other commercial uses, guiding traffic to increase public safety, minimizing the impact of development on the drainage system, decreasing the amount of paved area, and coordinating green space and signage. The CPZ overlay is mapped along portions of Terry Parkway, Behrman Highway, and other major roads.

Overlay Zoning Districts

CPZ-PED

The purpose of the Commercial Parkway Pedestrian (CPZ-Ped) Overlay district is to provide enhanced development standards that support a pedestrian-oriented streetscape.

CPZ

The purpose of the Commercial Parkway Overlay Zone (CPZ) is to superimpose an overlay zone utilizing landscape and buffer standards to enhance the general quality of development along major streets.

Commercial Zoning Districts

C1

The purpose of the Neighborhood Commercial (C-1) District is to provide limited commercial uses close to residential areas.

The purpose of the General Commercial (C-2) District is to provide for the retailing of goods and the furnishing of major services. It is intended to serve a greater population and to offer a wider range of services.

MUCD

The purpose of the Mixed Use Corridor District (MUCD) is to provide a superior means for developing mixed land uses along arterial streets or collectors, through landscape and buffer requirements, general design standards and sign regulations.

GO-1

The purpose of the General Offices (GO-1) District is to create an environment suited to a group of professional, general administrative, and general sales offices, together with certain commercial uses primarily to serve employees in the district.

R-1A
